Heat oven to 400. Lightly grease 9 inch pie plate. Cook and stir beef, onions and bell pepper. Brown and drain. Stir in salt and pepper. Spread beef in pie plate. Sprinkle with cheese. Beat milk and Bisquick, then add eggs and beat again. Pour over beef mixture in pie plate. Bake for 30 minutes or until golden brown.
