To make roux- Add 3-4 tbs. oil to skillet, gradually add flour until roux forms soft paste. Stir continually until rich brown color.
Brown in 3-4 T oil, the onion, pepper, and garlic. When golden brown, add tomatoes and paste. Cook rapidly until thickened. Add worcestershire sauce, salt, chili powder, pepper and 1 1/2 quart water. In another pan, brown sliced okra in 3-4 T oil. Add it to the mixture. When it comes to a full boil again, add the roux a tsp at a time and disperse quickly by stirring. Add shrimp, crab and fish and simmer approximately 20 minutes more. Add file. I dont stir after adding. Serve in the bowl over rice.
