Brown burger, onion, pepper, garlic. Add tomato sauce. Simmer 5 minutes. Prepare potatoes for 4, add cheese and parsley to potatoes. Place spoonfuls around beef. Bake 400 10 minutes, until potatoes are lightly brown.
