Heat oil in large skillet over meduim heat until hot. Add garlic and onion, and cook until translucent.
Remove sausage from casing and cut into 1-inch chunks. Add to skillet and cook 3 to 4 minutes or until just beginning to brown. Transfer to 4 1/2 quart slow cooker with slotted spoon, skimming off some fat.
Add tomatoes, bell peppers, basil, pepper flakes, salt and pepper to slow cooker and stir to blend. Cook on HIGH for 2.5 to 3 hours or until peppers have softended. Adjust seasonsings to taste. Serve over pasta.
