Mix one box Jello, i pkg gelatin, 1 c. hot water and stir. Pour into 9 by 13 pyrex baking dish and chill about 15 minutes. Mix condensed milk and 1 c. hot water. In another bowl or cup, mix 1 c. hot water with 2 pkgs gelatin. Add this to the milk mixture and stir. Put 1 c. of the milk mixture on top of the first Jello layer. Chill. Alternate the Jello and milk mixture, ending with a Jello layer. Chill between each layer.
