Mix water, 1 stick butter, oil, 4 t cocoa in saucepan and bring to boil. Then cool and pour over sugar and flour mixture.
Add 1/2 C buttermilk, 1/2 tsp salt, 2 eggs and 1 tsp soda. Mix and pour into greased 13 x 9 pan. Bake at 350 for 45 minutes.
Icing- bring 1 tsp vanilla, 4 T milk, 4 T cocoa, 1 stick butter to boil in a saucepan, then add confectioner's sugar. Add more milk if too thick. Pour over cooled brownie.
