Combine sugar and syrup in large saucepan. Cook over moderate heat, stur until mixture starts to bubble. Remove from heat add peanut butter and rice crispies. Press into greased 9x13 pan
Combine both chips and melt double boiler or in microwave oven. Spread over above mixture. Cool and cut into squares.
