Mix oleo, cream cheese, powdered sugar. In another bowl, mix milk, pudding, and then add the cool whip.
Combine bowls together and mix well.
In a 9x13 pan or lg bowl, put 1/3 of the cookies, layer with the pudding, cookies, etc. with the cookies as the last layer. Put gummy worms on the top.
Refrigerate
