Heat oven to 350. In large bowl, combine flour and powdered sugar. Cut in butter until crumbly. Press in bottom of 9x13 pan. Bake 15 minutes.
Meanwhile, in large bowl, stir together sweetened condensed milk, egg and vanilla. Stir in pecans and toffee bits. Spread evenly over hot, partially baked crust. Continue baking 25-28 minutes. Cool completely. Cover, Refrigerate.
