In a med. saucepan melt butter, blend in flour and pepper. Stir in milk, cook over med. heat until mixture boils and thickens, stirring constantly. Reduce heat, tear beef into shreds and add to cream sauce or add drained tuna, heat through
Serve over toast mashed potatoes or baked potato
