Mix flour, pepper, and Adobo seasoning together in a bowl. Dip meat into milk, and let soak in. While dipping meat, melt butter into pan. Brown meat with flour mixture in butter in pan. Melt stick of butter in a baking dish in 375 oven. Mix salt, pepper, and garlic powder in butter, toss in cut potatoes and add browned meat. Bake 35-40 minutes. Tossing the potatoes half way through. When meat and potatoes are almost done cooking, mix more flour into the left over butter and drippings in the fry pan to make a paste. While heating, add milk and let thicken for the gravy!!!
