In a bowl mix cream cheese, egg and 1/3 cup of sugar. Add chocolate chips. In another bowl mix remaining sugar, flour, cocoa, baking soda, water, oil and vanilla.
Spoon chocolate mixture half way up mini cups. Place 1 tsp. cream cheese mixture on top each cupcake. Bake at 350 degrees for about 20 minutes.
