Preheat oven to 350 degrees. Combine cake mix, melted butter, and 1/2 cup of evaporated milk. Mix well and pour half of mixture into bottom of a 9 X 13 cake pan. Bake at 350 degrees for 5 minutes. Mix caramels with 1/3 cup evaporated milk in microwave bowl, cook on high for 1 minute, stir, cook for 1 more minute until smooth. Combine nuts (optional) and chocolate chips and sprinkle over cooled cake. Spread caramel mixture evenly over nuts (optional) and chocolate chips. Spread or dot remeaining cake mixture on top. Bake at 350 degrees for 20 minutes.
