Beat butter in larger mixer bowl until creamy. Beat in flour, sugar and salt until crumbly. With floured fingers, press 2 cup crumb mixture on bottom of greased 13 X 9 pan. (Reserve remaining mixture). Bake in preheated 350 degree oven for 10-12 minutes or edges are golden brown. Warm 1 1/2 cup chps and milk over low heat, stir until smooth. Stir in vanilla. Spread over hot crust. Stir walnuts and remaining chips into reserved crumb mixture. Sprinkle over chocolate filling. Bake at 350 degrees for 25-30 minutes or until center is set. Cool in pan on wire rack.
