Mix yeast with water. Stir with a fork. Let sit for about 5 minutes.

Put milk in saucepan. Heat until a skim forms on top. Remove from heat. Stir in the salt, sugar and shortening. Stir to melt shortening.

When milk is cooled but still warm mix in yeast mixture. Mix in enough flour to make a soft dough - about 6 cups. Cover. Let rise for about an hour until doubled in size.

Knead again. Shape into rolls. Cover and let rise again - about 1 hour.
Bake at 450 degrees until brown.
