In medium bowl, lightly mix beef, bread crumbs, onion, 1/2 cup of tomato sauce, egg, salt and pepper. Shape into a loaf in shallow baking pan (foil lined makes clean-up easier).
Combine remaining tomato sauce with the water, brown sugar, mustard and vinegar; pour over loaf.
Bake for 1 1/14 hours, basting the loaf several times.
