Mix flour, salt, and baking powder and set aside. Mix sugar, vanilla and eggs together until pale yellow- about 4 minutes.
Melt cocoa, butter and chocolate over pot of boiling water(double boiler). Once melted, set aside to cool for a few minutes.

Beat butter, sugar, extract and food coloring. Gradually add milk by teaspoonful until desired texture is reached. Spread on cooled brownies and put back in refrigerator.
Melt chocolate and butter and allow to cool slightly. Spread quickly over icing. Sprinkle with crushed candy canes. Allow to set in fridge.
