Pour boiling water over oatmeal. Let stand at room temperature for 10 minutes. Add brown sugar and white sugar and margarine. Stir until margarine melts. Add eggs, mix well. Sift together flour, soda, salt, and cocoa. Add flour to sugar mixture. Mix well. Add about half of the pkg of chocolate chips. Pour batter into a greased and floured 9 x 13 inch pan. Sprinkle chocolate chips remaining on top. Bake in preheated 350 degree oven for about 40 minutes or until toothpick comes out clean.
