Heat oven to 450°. Butter a cookie sheet. Combine flour, sugar, baking powder, cream of tartar, and salt. Cut in butter. Add milk and stir just until moistened. Knead on floured surface 10-12 times until almost smooth. Roll into a 1'' X 9'' rectangle. Stir together filling ingred. and spread onto dough. Fold dough in half and cut into 15 1'' wide strips. Twist strips and place on cookie sheet pressing ends down. Bake 10-12 min. Cool. Stir together glaze ingred. and drizzle over twists. Serve with tea.
