In a non stick saucepot, over low heat, mix brown sugar, evaporated milk and butter to a rolling boil. In a cold glass of water (need to put an ice cube in it) take alittle of the mixture and drop into the cold water. If the mixture forms a ball, take off the heat and add the chocolate chips. Place in a greased baking sheet and place in a cool place.
