Use any brownie recipe. While in the oven, melt the caramels in a saucepan. When caramels are melted add the milk to thin it out a little. Mix well and when the brownies come out of the oven pour the caramel on top of the brownies. Before the caramel sets, sprinkle the top with the pecans and the chocolate chips.
