Brown the meat in a medium sauce pan. Add tomato sauce, garlic, and seasonings. Simmer on low for 5 minutes. Pour ingredients into a large mixing bowl and add buckwheat seeds. Stir until well blended. Spoon the mixture into peppers until full.
Place peppers upright on a baking sheet and bake for 30 minutes or until edges of the peppers are lightly browned. Cool slightly before serving.
