Combine sugar and syrup in medium pan, and cook over meduim until boils. Remove from heat and add peanut butter and vanilla; mix well. Put cereal into a larged buttered bowl. Pour syrup over cereal and mix well. Press into a cake pan. Let set. Melt chocolate chips and pour over bars. Let Cool.
