Brown meat in oil in a large saucepan with a tight fitting lid. Add salt, pepper, oregano, basil,
savory and onion soup mix. Stir in boiling water, tomato sauce, and soy sauce. Cover and
simmer about 15 minutes.
Add celery, celery leaves (both can be left out) and carrot to simmering mixture and continue
to cook for 30 minutes. Add peas and macaroni and simmer for 30 additional minutes,
adding more water if necessary. Top with parmesan cheese to serve.
