Cream butter, sugar, brown sugar, and vanilla in large mixer bowl until light and fluffy. Add eggs, one at a time, beating well after each addition. Combine flour, baking powder, and salt; add alternately with milk to creamed mixture, beating until just smooth. Stir in mini chips. Pour into well-greased and floured 12 cup Bundt pan or 10 inch tube pan. Bake at 350 degrees for 65 to 70 minutes or until cake tester comes out clean. Remove from pan; cool completely.
