Preheat oven to 350 degrees F.
Melt caramels and evaporated milk together over low heat, stirring until smooth. In a mixing bowl, combine flour, oats, baking soda, brown sugar and salt. Cut in butter until mixture is crumbly. Press half of mixture into 15 x 10 jelly roll pan. Bake for 5 minutes. Sprinkle chocolate chips and walnuts evenly over baked crust. Pour caramel mixture on top. Sprinkle with remaining crumb mixture. Bake 15 to 20 minutes longer, until golden brown. Cool and cut into bars.
