In a small saucepan, heat milk. Add yeast and sugar to bowl of a stand mixer and pour in the milk, stir to dissolve. Add salt and 2 cups flour and mix. Beat in eggs and butter. Stir in remaining flour 1/2 cup at a time. Put in bowl and cover with a clean towel. Set in a warm place for 40 min.
Make filling by combining the sugars, cinnamon, nutmed, cloves, and apples.
Melt remaining butter in a small dish. Dust countertop with flour and roll out dough into a long rectangle about 1/4 in thick. Brush with half of the butter. Top with the apple mixture, sprinkle evenly over the dough, leaving about an inch empltyon all sides. Line cupcake pan with liners. Roll dough into a log. Trim ends to make even. Slice log into 24 pieces. Place in cupcake liner folding ends to make a C. Cover with a towel and set in a warm place for 40 min. Preheat oven to 350 degrees. Brush the tops with remaining buter. Bake for 20 min.
Mix powdered sugar and milk. Drizzle ofver warm cupcakes.
