Preheat oven to 350 degrees. Place the rice and water in a saucepan, and bring to a boil. Reduce heat, cover, and cook 20 min. Brown ground beef, season with garlic and onion salt, and drain.
Remove and discard the tops, seeds, and membranes of the peppers. Arrance peppers in a baking dish with the hollowed sides facing upward.
In a bowl, mix the beef, rice, 1 can tomato sauce,and worcestershire sauce. Spoon an equal amount of the mixture into each pepper. Mix the remaining ingredients and poor over peppers. Bake 1 hour basting with sauce every 15 min until peppers are tender.
