Melt 2 tbsp butter, remove from heat. Add 2 tbsp water, 1 tbsp vanilla. Mix 2 c powdered sugar, 1/2 c Pet dried milk. Add to butter mixture. Stir in 3 c coconut. Drop by spoonful onto waxed paper. Let stand 10 minutes. Melt 1 bag chocolate chips over hot water, add milk to thin if necessary. Drizzle on top of each piece of candy.
