Mix together 1 Cup of Brown Sugar, 3 Tablespoons of Cocoa with baking powder, flour and salt. Add milk, butter and vanilla and mix. Spray Crock Pot and spread mixture. Top with Chocolate Chips.
Mix together the remaining brown sugar, water and cocoa. Pour over the batter but DO NOT STIR! Cover and cook on high for 4 hours.
Serve with Vanilla Ice Cream.
