Heat oven to 425 degrees. Cook and stir ground beef until light brown; drain. Mix baking mix and water; beat vigorously 20 strokes. Gently smooth dough into a ball on floured cloth covered board. Knead 1 minute. Roll dough into 12 inch circle; place on ungreased baking sheet. Pinch edge of circle to make 1/2 inch rim. Layer Parmesan cheese, tomato sauce, beef, onion and green pepper on circle; sprinkle with oregano, pepper and cheddar cheese. Bake 20 to 25 minutes. Cut into wedges.
