Preheat oven to 300 degrees. On greased baking sheet, arrange pecan halves in groups of 3, end to end, flat side down. Place caramels on top of each cluster. Place in oven until caramels soften - 5 to 8 minutes. Remove and flatten caramel with a buttered spoon. Melt chocolate in microwave, being careful not to over cook. Cover each turtle with chocolate. Cool on parchment or waxed paper.
