1.Preheat oven to 350 degrees. Grease 9x13 baking dish using the butter wrapper.
2.Using a mixer, combine flour and brown sugar. Cut in butter until mixture resembles course crumbs. Add egg and mix well. Stir in 1 1/2 cups of chocolate chips.
3.Reserve 1 1/2 cups of this mixture. Press remaining crumb mixture onto bottom of prepared pan. Bake 10 minutes.
4.Pour condensed milk evenly over hot crust and top with 1/2 of the toffe bits. Sprinkle reserved crumb mixture and remaining 1/2 cup chocolate chips on top.
5.Bake 25 minutes or until golden brown. Sprinkle with remaining toffee bits. Cool completely in pan on wire rack. Cut into bars.
6.(I have found that the bars can stick pretty badly to the pan, so gerate it well and go around the edges with a knife before cooling. An alternative is to line the pan with parchment paper that's been sprayed with cooking spray).
