Preheat oven to 400 degrees. For the sauce, combine the brown sugar and water in a small sauce pan and bring the mixture to a boil. Set aside. For the filling, combine the sugar, brown sugar and cinnamon in a mixing bowl. Set aside. For the crust, combine the flour, baking powder and salt. Cut in the shortening until the mixture resembles corn meal. Pour in the milk and mix to blend. Divide the dough into 6 equal pieces. Lightly flour a work surface and rol each piece of dough into a 6-7 inch circle. To assemble the dumplings, place the slices of apples in center of dough. Top the apples with 2 teaspoons of the cinnamon mixture and one small pat of butter. Wrap the dough around the apple mixture, completely covering the apples. Pat to seal. Place dumplings in a 9x13 baking dish. Drizzle some of the sauce over the dumplings and the remaining sauce into the bottom of the pan. Bake for 30 minutes or until golden brown. Serve warm with ice cream or whipped cream.
