Preheat Oven to 350 Degrees. In bowl, combine flour, sugar, cocoa and baking soda. Cut in butter till crumbly. Press firmly on bottom of ungreased 13x9 baking pan. Bake for 15 minutes
Beat cream cheese. Add condensed milk, eggs and vanilla - beat till smooth. Still in 1 Cup of toffee bits. Put mixture over crust. Bake for 25 minutes.
Remove from oven. Cool for 15 minutes. Sprinkle remaining toffee bits over. Refrigerate.
