Combine beef, bread crumbs, onions, green peppers, eggs, horseradish, salt, mustard, milk and ketchup. Divide into 3 parts, pat 1 part into loaf pan. Cover with 5 overlapping cheese slices. Spread with second part of meat mixture. Cover with 6 cheese slices. Add remaining meat mixture. Invert loaf onto jelly roll pan or foil covered cookie sheet. Turn up edges of foil to form rim. Bake at 350 degrees for 40 minutes or until done. Crumble 2 slices of cheese over meat loaf; bat 5 minutes longer. Cool for 15 minutes before serving. Garnish with parsley, slice to serve.
