Stir baking powder, salt and sugar into the flour. Sift together 3 times into large bowl or large square of plain paper. Cut in shortening until like cornmeal. Store in tightly covered containers. Keep at room temperature.
To measure- pile mix lightly into cup and level off with knife. Makes 13 cups.
To make biscuits, add 1/3 cup liquid (milk or water) to 1 cup mix. Knead and form into biscuits. Bake 15 minutes.
