Saute together the celery, onions, garlic and pepper
in the 1/2 stick butter. Set aside.
In separate pan, brown ground chuck until no longer
pink. Season with salt and pepper, chili powder,
pinch of oregano and pinch of red pepper. Add
tomatoes and bring to a boil; add tomato sauce .
mix in onion mixture.
Layer Macaroni, cheese and sauce in baking dish.
Sprinkle top with Parmesan cheese. Bake at 350 for
45 minutes
