Whisk together 3 T. soy sauce, 1 tsp. sesame oil and 2 tsp. honey. Add chicken and toss to coat, then marinate for 20 minutes. Remove chicken from marinade.
In wok, heat 2 tsp. oil over medium-high heat. Cook half chicken at a time for 6 minutes until browned. Transfer to serving plate. Add 2 tsp. oil and cook the other half of chicken and transfer to serving plate.
In same wok, heat remaining 2 tsp. oil over medium-high heat. Add onions, ginger and garlic and stir fry for 1 to 2 minutes. For sauce, in small bowl, whisk together broth, remaining soy sauce, remaining honey, corn startch, vinegar and chili paste. Add sauce to skillet. Cook and stir for 2 to 3 minutes until thick. Stir in remaining 1 tsp. sesame oil.
Pour sauce over chicken. Surround chicken with steamed broccoli. Sprinkle with remaining sesame seeds and green onion tops.
