Preheat oven to 350. In saucepan over low heat, melt butter. Remove from heat. Add sugar, flour, cocoa, baking powder, salt, eggs, and vanilla. Stir with spoon until batter is well blended and smooh. Stir in one package of chocolate chips and nuts (if desired). Spread in 9 x 1 baking pan. Sprinkle with approx. 1 c chocolate chips. Bake 30-35 minutes until set. Cool on wire rack.
