Mix first 8 ingredients together. Spread in well-greased 9 x 13 pan. Bake @ 350 degrees for 30-35 minutes. Cool. Or bake brownie mix per directions. Cool.

For filling- Cream sugars together, add vanilla and milk, and beat. Add flour and beat well. Spread on cooled brownies. Let set up.

|
For topping- Melt together in microwave for 1 minute and stir. Continue until smooth. Spread on top of filling after it is set up. Let topping set up. Cut into squares.

|
|
Alternate topping- sprinkle mini semi-sweet chocolate chips on top before filling sets up. (easier to do and easier to cut)
