1.In a Dutch oven, cook sausage, ground beef, onion, and garlic over medium heat until well browned. Stir in crushed tomatoes, tomato paste, tomato sauce, and water. Season with sugar, basil, fennel seeds, Italian seasoning, 1 tablespoon salt, pepper, and 2 tablespoons parsley. Simmer, covered, for about 1 1/2 hours, stirring occasionally.
2 In a second saucepan saute the garlic and onions in a little olive oil. Add the rest of the ingredients for the sauce then bring to a boil, reduce to a simmer and continue cooking for 15 minutes. Remove from heat and let cool.
3 Meanwhile cook pasta shells according to box.
4 Preheat oven to 375ºF.
5 Mix ricotta cheese, 2 cups mozzarella cheese, Parmesan cheese, parsley, the egg, and a pinch of salt in a large bowl.
6 Cover the bottom of two baking dishes with the remaining tomato sauce. Fill the pasta shells with the cheesy meat mixture and place in the baking
