1. in small pan, mix sugar, cocoa, chopped chocolate and 1/2 cup milk over medium heat.
Remove from heat.
2. Stir in remaining 1 cup milk. Pour into blender with ice; blend until smooth.
3.Divide among glasses and top with whipped cream and chocolate shavings.
