Preheat oven to 350 degrees
Mix butter, brown sugar until well combined.
Sift together flour, salt, and baking powder.
Add oats and flour to butter/sugar mixture and mix to combine
Press half of oat crumb mixture into bottom of 8x11 or 9x13
(will be thinner).
Mix together condensed milk, lemon juice, and zest. Spread onto
crumb mixture. Mix and knead other half of crumb mixture then
crumble on top of lemon layer
Bake 20-25 minutes or until golden brown. Let pan sit for 30
minutes. Cut into sqaures and refrigerate for a couple hours or
until cool
