In large skillet, melt butter over medium heat. Add green onion, pepper, and garlic; cook, stirring frequently, 5 minutes. Stir in wine and lemon juice; cook 5 minutes. Add lobster, and cook 3 to 5 minutes, or until pink and firm.
Add cream cheese, stirring until combined. Remove from heat; spoon lobster mixture evenly over toast rounds. Garnish with chopped fresh chives, if desired. Serve immediately.
