Combine flour, sugar, baking powder and salt together. Cut in butter like pie crust until dough looks like oatmeal. Mix in white chocolate chips adn raspberries. Add milk. Knead - but not too long! Gather into a ball and pat onto floured board in 1/2-inch thick circle. Cut into wedges. Place on cookie sheet. Bake at 425 degrees for 15 - 20 minutes or until brown. Cool then frost
