In a small skillet over medium heat, roast whole cloves of garlic until softened and slightly browned. Remove from skillet and chop finely.
In small saucepan, melt butter over medium heat. Add roasted, chopped garlic, cooking 30 seconds before whisking in flour, pepper, red pepper flakes, salt and oregano. Whisk to combine well. cooking 1-2 minutes.
Slowly add milk and whisk until smooth. Continue whisking until desired thickness is reached. Remove from heat. Add cheese and continue whisking until smooth.
Spread 1/3 cup of the sauce over a 14 inch pizza crust and top with
finely shredded cheese or add favorite toppings.
