Heat oven to 180degC.
Heat oil in frying pan over medium heat. Add onion, celery and
capsicum and cook, stirring until soft.
Mix onion mixture, 1/2 of the tomato sauce and remaining
ingredients in large bowl until well-combined. Spread mixture
evenly in lightly greased 22cm pie dish. Spread with remaining
tomato sauce.
Bake for 30 minutes; if meatloaf looks like it is drying out, cover
with foil after 15 minutes.
