In a bowl, combine the flour, sugar, baking powder, baking soda and salt. In another bowl, whisk the eggs, butter and vanilla; stir into dry ingredients just until moistened. Fold in apples.
Fill greased muffin cups 3/4 full. In a small bowl, combine brown sugar, flour and cinnamon; cut in butter until crumbly. Sprinkle over batter.
Bake at 375 for 15 - 20 min. or until a toothpick comes out clean. Cool for 5 minutes before removing from pan to a rack to cool completely. Combine glaze ingredients; drizzle over muggins.
