Preheat oven to 350. Lightly grease 9x13 pan; set aside.
In large mixing bowl, mix brown sugar & flour. Cut butter int until it resembles coarse crumbs.
Remove 1 c. mixture and set aside. To mixture in mixing bowl; add baking powder and salt. Using a fork, lightly beat in vanilla, milk & egg. Continue beating until smooth. Pour batter into pan.
In small bowl, combine chocolate chips & walnuts; fold in coconut. Sprinkle reserved crumb mixture over batter and then sprinkle with chocolate chips and walnuts. Using a long flat spatula, spread topping over batter. Bake 35 minutes or until pick in center comes out clean. Cool in pan completely before cutting into bars. Store in airtight container up to 5 days.
